Clean Truck Check (CTC) also known as the Heavy-Duty Inspection and Maintenance Program (HD I/M) is the new regulation requirement for Diesel Vehicles operating in California. This new program replaces the previous Period Smoke Inspection Program (PSIP). Clean Truck Check applies to nearly all diesel and alternative fuel heavy-duty vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds that operate on California public roads and highways even if they are not registered in California. This includes public vehicles (federal, state, and local government); motorcoaches; transit, shuttle and school buses; hybrid vehicles; commercial vehicles; personal vehicles; California registered motorhomes; single vehicle fleets; and vehicles registered outside of California (not including motorhomes).
Clean Truck Check Compliance Requirements began in January 2023. If you are subject to compliance, you will need to register for Clean Truck Check with the California Air Resources Board (CARB). An annual compliance fee per vehicle must be paid to the California Air Resources Board through your Clean Truck Check-Vehicle Inspection System (CTC-VIS) account to remain compliant.
Periodic testing requirements began July 2024. Testing deadlines are based on vehicle registration due dates. You have a 90-Day testing period to perform compliance testing prior to your due date. You can refer to your CTC-VIS account to review which vehicles require testing.
